To be able to do that, macOS would have to implement the Display Data Channel spec inside and use it to send Set Brightness/Volume commands over HDMI/DisplayPort/Thunderbolt to the monitors. No major operating system (macOS, Windows, Linux) can actually control the hardware brightness of usual monitors. This is not a macOS or monitor problem or bug.
